A Gentleman & Statesman

Known throughout the island for his professional, gentlemanly demeanor, Barry approaches leadership with the mindset of a statesman. Whether in business or public office, his philosophy remains the same: treat everyone with respect, listen closely, and work collaboratively to solve problems. In 2018, his contributions were recognized when he was inducted into the Rio Grande Valley Walk of Fame, nominated by the SPI Chamber of Commerce.

Fiscal Responsibility & The Convention Center

When the Convention Center renovation was originally proposed at a staggering $30 million, Barry stepped in to protect tax dollars. Under his leadership, the renovation was delivered for roughly $3.6 million, achieving the necessary upgrades without burdening the community with unnecessary debt.

Infrastructure & Mobility

Barry oversaw the successful completion of the Gulf Boulevard improvements and secured vital state grants toward the reconstruction of Padre Boulevard, modernizing the island’s core arteries.

Economic Growth & Ecotourism

He successfully secured a 2% venue hotel tax specifically designated for island improvements. Barry actively promoted ecotourism, long-range infrastructure planning, and positioned SPI to capitalize on space-related tourism.

Environmental Health & Community

Under his watch in 2014, the SPI Environmental Health Services Department earned the state’s top honor. In 2016, the city committed to creating a National Butterfly Sanctuary pledge. He also championed new ordinances for short-term rental properties to balance neighborhood peace with tourism.
